Today 97 MPs out of 167 decided to support the Notice of Motion to reinstatement Bill 10 on the Order Paper of the National Assembly.

This caused UPND MPs, NDC MP, and 4 independents to walk out in protest.

The reinstatement of the Bill on the Order Paper does not mean the passing of the Bill into law.

It is just the reactivating of it so that it can now be subjected to the provisions of Article 79 which demands a 2/3 majority for it pass second and 3rd readings.

Today’s action in Parliament was based on Article 78(1) which guides that, “EXCEPT as otherwise provided in this Constitution, a question proposed for decision in the National Assembly shall be determined by a majority of the Members of Parliament present and voting”, in the case the 97MPs.

So the action or the vote done today should not excite or frustrate anyone but tomorrow’s events should be the concern of everyone.

  1. Groupthink is the name given to a theory or model that was extensively developed by Irving Janis (1972) to describe faulty decision making that can occur in groups as a result of forces that bring a group together (group cohesion) of collective responsibility or irresponsibility.

    The desire for group conformity and unanimity essentially overrides the need to decide effectively.
    Due to groupthink, John F Kennedy and his overzealous cabinet approved the invasion of Cuba in 1961 in what was called the bay of pigs invasion with dire consequences, thinking back, John F Kennedy asked as to how his group could have been so foolish.
    THIS NOW APPLIES TO BILL 10, LET OUR MPS LEARN FROM JOHN F KENNEDY AND NOT BE FOOLISH THEY WERE FOOLISH WHEN BRINGING IN THE GRADE TWELVE CLOUSE WHICH NOW ELIMINATED THEIR SECRETARY-GENERAL FROM THE RACE AND FORCED HIM TO GO BACK TO SCHOOL WHERE HE GOT A COLOSSAL SIX POINTS!!!!!!
